CHAPTER 01

Write down the time

When the power fails, write down the time. It will matter to the food in the refrigerator, the battery you are relying on, and the account you give somebody who was away when it happened.

Then look for immediate danger. Fire, a carbon-monoxide alarm, structural damage, rising floodwater, or a medical emergency takes precedence over making an inventory. Leave an unsafe place and seek emergency assistance. A house full of supplies is not a reason to remain inside a hazard.

If the building is safe for the moment, find the people. Establish who is present, who is elsewhere, and who depends on something that has just stopped. A person using powered medical equipment may have a shorter decision window than the rest of the household. So may somebody who cannot use the stairs after an elevator stops.

This book considers prolonged loss of ordinary services, including the kind of wider breakdown imagined in post-apocalyptic fiction. Its practical instructions come from documented emergency guidance. Its household exercises are invented. Nobody knows the schedule of an imagined collapse, and a chapter heading cannot predict when help will return.

Begin with the actual interruption

List what has failed and what still works. Electricity may be out while tap water remains safe. A water advisory may apply while the lights stay on. Roads may be open in one direction and blocked in another. Treat each service as a separate question until you have evidence about it.

Use official local alerts and the relevant utility's information when available. Record the time of an update as well as its content. “Water is safe” copied from yesterday's notice is not the same information as a current all-clear.

Keep refrigerator and freezer doors closed while you assess the situation. Use a flashlight or battery lamp for light; the U.S. Fire Administration recommends flashlights during outages. Put the light where people need to walk, read a label, or care for somebody, rather than trying to recreate the normal brightness of every room.

Choose one surface for the working record. A notebook, a pencil, and a place to put incoming information are enough. Write the outage time, people accounted for, immediate needs, and the next update you expect to check. Keep personal medical details separate from anything displayed to visitors.

A household for the exercises

Our example has four people in one home. They have some stored water, ordinary groceries, battery lights, two phones, and a small power bank. Their building is initially safe. The weather, road conditions, and supply quantities will change between exercises; each example states the conditions it needs.

In the first hour, one person checks current information while another checks essential needs and supplies. They agree before anyone goes out to investigate. A note says where that person is going and when they expect to return. The others can then distinguish a delayed errand from an unexplained absence.

They do not begin by emptying every cupboard onto the floor. That would make the home harder to use while providing little immediate benefit. They locate the items needed for the next few hours, then take a measured inventory once the urgent questions are settled.

Set the next decision

An initial plan needs a review time. “We will check the utility update at eight and reassess the room temperature” is more usable than “we will wait.” Add conditions that would change the plan sooner: a new evacuation instruction, loss of a medical backup, water entering the building, or a person becoming unwell.

You do not need to solve a month of disruption in the first ten minutes. You need to avoid creating a second emergency, preserve what is still working, and make the next decision with the people whose lives it affects.

CHAPTER 02

Who needs what by morning

List what each person needs to get through the day, then check which supplies and services make that possible.

Walk through an ordinary day for each person. Consider drinking, eating, toileting, mobility, communication, medication, sleep, and temperature. Ask the person directly wherever possible. An observer can overlook a requirement that is obvious to the person who manages it every day.

A hearing aid needs its particular batteries or charging arrangement. Glasses need to be reachable in the dark. A powered mobility device may need charging and an accessible exit. A child needs an adult who knows where they are expected to be collected. These details deserve space before the list reaches unusual equipment.

Use a dependency table

For each essential activity, write what it depends on and what happens if that support fails. Add a practical backup and the point at which outside help or relocation becomes necessary.

The table should name an action, not merely an object. “Spare battery” is incomplete until someone knows whether it fits, whether it is charged, and how long it can support the intended use. “A relative nearby” is incomplete until the relative has agreed and can be reached.

Some backups share the original dependency. A second phone does not provide an independent communications route if both need the same failed network. A second electric heater does not help during a power failure. Duplicating equipment can still be useful, but identify what it actually protects against.

Make assistance specific

If someone needs help with stairs, plan with them and with people qualified to advise on a safe method. Do not assume that a group of willing neighbors can improvise a safe carry. The best time to settle the arrangement is before the elevator stops.

Likewise, a person who uses a medical device needs the manufacturer's and care team's outage plan. A general household battery estimate cannot certify a backup for life-support equipment. The later health chapter explains what information to collect without substituting a generic instruction for an individual care plan.

Keep essential supplies with the person when relocating. It is easy to pack clothing while leaving a charger, communication aid, prescription list, or necessary adapter in its usual place. A short personal departure list can catch that mistake.

Use ordinary names on the list. The person helping at midnight should not have to infer which black cable belongs to which device. Label compatible chargers and keep them together with their equipment.

Include the animals before departure

Pets need food, water, medication where applicable, identification, and a means of transport. The CDC pet-kit guide is a useful starting checklist. Check shelter or accommodation arrangements before relying on a destination to accept an animal.

In our example, adding a cat changes the departure plan. Somebody has to retrieve the carrier before the door is repeatedly opened, bring its food and litter supplies, and keep its records with the household documents. Writing “take cat” does not allocate those jobs.

A service animal may have a different role and different access arrangements from a pet. Plan around the handler's actual needs and the rules of the destination. Do not separate a person from essential assistance because an improvised checklist has only one animal category.

Decide what you cannot carry

A home store and a departure bag serve different purposes. Water for several days can be too heavy to carry on foot. A household can have enough food in total and still lack a usable transport plan.

Pack a manageable bag and try carrying it under ordinary safe conditions. Include the tasks you would actually face: opening a door, helping a child, using a mobility aid, or boarding transport. Adjust the load after the practice carry.

CHAPTER 03

Water has weight

Four twenty-liter containers hold eighty liters. The water alone weighs about eighty kilograms. Check where that weight can be stored and who can move each container.

The CDC recommends storing at least one U.S. gallon per person per day for three days and trying for a two-week supply where possible. It advises allowing more for circumstances such as heat, illness, pregnancy, and pets. Read its emergency water storage guidance when planning your own supply.

A U.S. gallon is about 3.8 liters. At that baseline, four people need about forty-five liters for three days and 212 liters for fourteen. These are planning quantities for drinking and other essential uses, not instructions to restrict a person's fluid intake to make a spreadsheet last.

Count usable water

Write the amount in each container, where it came from, when it was stored, and whether it is intended for drinking. Keep water of uncertain quality out of the drinking total. A full rain barrel and a sealed drinking-water container are not interchangeable entries.

In our worked household, eighty liters divided by roughly fifteen liters per day gives a little over five days at the baseline. That estimate shrinks if needs are higher or some water becomes unusable. It also assumes the household can access and dispense the supply without contaminating it.

Suppose one twenty-liter container loses its lid and becomes contaminated during cleanup. The usable total falls to sixty liters. The household has lost roughly a quarter of its reserve in one handling failure. Separate containers can limit a single loss, provided each is suitable and kept clean.

Do not place the entire store somewhere that may become inaccessible during the hazard you are preparing for. Consider flooding, falling objects, blocked doors, and the strength of the supporting surface. A high shelf that protects a small document box is not automatically suitable for a heavy water load.

Choose containers for water

Use food-grade water storage containers and follow their cleaning and sanitizing instructions. Avoid containers that previously held toxic substances. The CDC advises dating home-filled supplies and replacing the water every six months; commercially bottled water should be managed according to its labeling.

Make the label readable without lifting the container. Include its intended use. If you store utility water separately, use wording that prevents somebody from treating it as drinking water in poor light.

A container's capacity is not necessarily a comfortable carrying load. Test whether the people who will use it can move or pour it safely. Smaller containers or a suitable dispensing arrangement may be more useful than a single large vessel that one person cannot handle.

Keep the outlet clean. Do not dip unwashed hands or a dirty cup into stored water. A spigot can make controlled dispensing easier, but it also needs protection and cleaning. Put a catch tray where spills would make the floor slippery.

Spend less through the task

Water conservation should begin with avoiding waste, not with quietly under-supplying a person. Choose food that needs little preparation water. Use a controlled handwashing stream. Separate tasks that require drinking-quality water from those for which local guidance permits another source.

Test the routine before an emergency. Measure how much water your household uses to prepare one planned meal and clean up afterward. A dry ingredient's package weight says little about the water and fuel required to make it edible.

Keep a daily balance during a long interruption: usable opening stock, additions, use, losses, and closing stock. The numbers need not be laboratory precise to reveal a trend. An unexplained difference should prompt a check for leaks, spills, or an omitted use.

A reserve gives you time to obtain the next supply or relocate. The important date is therefore earlier than the day the last container empties: it is the day by which the next source must be confirmed, reachable, and suitable for use.

CHAPTER 04

Clear is not a test result

Water can look clean and still be unsafe. It can also contain hazards that a method aimed at microbes will not remove. Before treating water, identify what you know about the source and what contamination is suspected.

A boil-water advisory concerns a particular incident and comes with instructions. A do-not-drink or do-not-use notice may require a different response. Read the actual notice rather than converting every warning into “boil it.”

The CDC emergency treatment guide states that boiling or disinfecting cannot make water containing fuel, toxic chemicals, or radioactive materials safe. Use a different safe source when those hazards are known or suspected. A household treatment routine should not be asked to solve an unidentified industrial contamination problem.

The boiling procedure

For water suitable for microbial treatment, CDC guidance is to bring clear water to a rolling boil for one minute. Above 6,500 feet, about 1,980 meters, boil for three minutes. If water is cloudy, first let it settle and draw off the clear portion, or strain it through a clean cloth or similar prefilter. That preliminary straining does not disinfect it.

Let the boiled water cool and store it in a clean, sanitized container with a tight cover. The clean container is part of the procedure. Pouring treated water back into a contaminated vessel can undo the work.

Keep hot vessels stable and out of children's reach. Plan the transfer before lifting a heavy pot. A small batch that can be handled safely is more useful than a large batch that spills over a person or across the only clean work surface.

Boiling consumes fuel and time. Count those requirements in the household plan. If all stored drinking water is used carelessly because a stove exists, the next problem may be how to fuel that stove safely.

Read what the equipment actually does

Filters, disinfectants, and ultraviolet devices have different capabilities and operating requirements. Follow the instructions for the exact product. A claim about one class of microbes is not a guarantee against every microbe or chemical contaminant.

Keep the instructions with the device in a form you can read without a network connection. Include replacement or maintenance requirements. A filter that has frozen, been damaged, or reached its service limit may need a different decision from an intact one; use the manufacturer's guidance rather than guessing from its appearance.

If you rely on a chemical treatment product, retain its original label and use the specified amount, water volume, and contact time. Do not borrow a household-cleaning recipe or assume that every bottle called bleach has the same ingredients and concentration. This book does not substitute an improvised dosing table for the product and public-health instructions.

An equipment demonstration should use safe water under ordinary conditions. Practice measuring the correct volume, assembling the parts, and keeping the clean outlet separate from the untreated side. There is no benefit in deliberately drinking questionable water to prove confidence in the kit.

Make a clean side and a dirty side

In the example household, one marked container is for incoming water awaiting a decision or treatment. Another is for water ready to use. They do not exchange lids, cups, or hoses. The record identifies the source, collection time, treatment where appropriate, and who completed it.

This arrangement reduces ambiguity when people change shifts. A container labeled only “water” forces the next person to reconstruct its history. A label saying “treated at 14:00; ready for drinking” carries a specific claim that can be checked against the procedure.

Keep the clean dispensing area away from toilet supplies, fuel, pesticides, and cleanup equipment. A shared bucket should not move between those jobs merely because it is empty. The container's previous use remains relevant after its contents have been poured out.

When a utility announces restoration, read whether any flushing or other household steps are required. Water returning to the tap and water being cleared for the intended use are separate events. Record the applicable all-clear and follow the local instructions before returning to the ordinary routine.

CHAPTER 05

The refrigerator has a clock

The first food decision is about temperature, not menu preference. A refrigerator is insulated storage with a limited reserve of cold after its power fails. Repeatedly opening it to decide what to eat spends that reserve.

CDC guidance gives the familiar planning intervals for closed appliances: up to four hours for a refrigerator, forty-eight hours for a full freezer, and twenty-four for a half-full freezer. It also gives food-specific disposal and refreezing instructions. Keep its food-safety guidance with your emergency notes.

Use appliance thermometers. Perishable refrigerated food needs a safe cold source if the outage continues. The CDC uses 40°F, about 4°C, as the cold-storage threshold. Never taste food to decide whether it is safe. A normal smell is not an all-clear.

Frozen food that still contains ice crystals or remains at 40°F or below can be refrozen or cooked under that guidance. Different foods require different decisions; use the linked food chart rather than applying a single rule to every item in the kitchen.

Make one deliberate opening

If it is safe and useful to move food to a prepared cooler with enough ice, plan the transfer before opening the refrigerator. Know which items you are moving, where they will go, and how you will monitor their temperature. A cooler without a dependable cold source only changes the container.

Write the outage time and any known temperatures. If power briefly returns, do not assume every item immediately reached its proper storage temperature. A short electrical recovery does not erase the earlier history.

In our example, the household has one small cooler. It cannot preserve the entire refrigerator. They identify suitable priority items while they still have a safe option, and use their shelf-stable food for the rest. The decision is constrained by actual cold capacity, not by the amount they would prefer to save.

Food of uncertain safety should not be donated to somebody else as a way of avoiding waste. The uncertainty travels with the food. Keep unsafe items clearly separated so another household member does not recover them from a bag and put them back into use.

Store meals you can make

A pantry inventory should record servings or usable meals, not just package count. A large bag of flour and a packet of crackers are both shelf-stable, but they have different preparation requirements. Include the water, fuel, utensils, and cleanup needed to use each item.

Choose familiar foods compatible with allergies, prescribed diets, swallowing needs, and the household's preferences. A supply that somebody cannot safely eat is not available food for that person. An emergency is a poor occasion to discover that the only planned breakfast is unsuitable for a child or dependent adult.

Keep a manual can opener with canned food that requires one. Try it beforehand. The fact that a tool is small and mechanical does not guarantee that everyone can operate it comfortably.

Use package labels to estimate the supply. If a packet contains four servings but your ordinary meal uses two packets for four people, record the meal as you actually eat it. Marketing portions and household portions need not be the same.

A seven-day menu on paper

For the example household, make a table with seven rows and three meal columns. Fill it using food already in the cupboard. Mark every entry that requires cooking, extra water, or cold storage after opening.

The gaps will be informative. Perhaps breakfast is easy but every dinner requires a long simmer. Perhaps the large shelf-stable carton must be refrigerated after opening, and the family cannot finish it in one meal. Smaller packages may reduce waste even when their price per unit is higher.

Add snacks and drinks that the household actually uses, then compare the planned quantities with the physical inventory. Keep a margin for a visitor, a spoiled package, or a day when cooking is impossible. Do not make the food plan depend on perfect appetite and perfect timing.

Rotate the store through ordinary meals. Replace what you use and inspect containers for damage. Date the inventory and check it when replacing groceries.

If floodwater reaches food or its packaging, use the specific disposal and salvage guidance for that situation. A screw-top lid is not proof against contamination. Keep flood cleanup separate from the clean food area, and avoid turning an attempt to save one package into contamination of the remaining supply.

CHAPTER 06

Cook without poisoning the room

A camping stove solves one problem only when it can be used in the conditions for which it was designed. Bringing it into a closed room because the weather is unpleasant can replace a cold meal with a dangerous atmosphere.

Portable fuel-burning equipment can produce carbon monoxide. You cannot see or smell that gas. The CDC's generator fact sheet says never to run a portable generator inside a home or garage, even with doors and windows open, and to keep it more than twenty feet (about 6.1 meters) from the home, doors, and windows. Use battery-operated or battery-backup CO alarms near sleeping areas.

Outdoor cooking equipment also belongs outside, with the clearances and conditions required by its manufacturer and local fire guidance. A tent, enclosed porch, basement, or garage is not an outdoor cooking site. Opening a window is not an engineered exhaust system.

Choose the meal after the site

Before planning a hot meal, establish whether you have a safe cooking location, the correct fuel, a stable surface, and the equipment's instructions. If those conditions are absent, use the no-cook part of the food store or move to a place with suitable facilities.

In the worked household, rain begins while dinner is being considered. They do not move an outdoor stove into the hallway. They choose a meal that needs no heat and postpone cooking until it can be done safely. The reserve menu has done its job.

Keep the cooking area separate from the route children and other people use to enter and leave. Place hot vessels where a passing bag or loose sleeve will not catch them. Arrange lighting before it gets dark enough to make labels and controls difficult to read.

A person should remain responsible for an active cooking task. “Somebody is watching it” is a poor handover. Name the person and tell them when the task changes or ends.

Count fuel by a tested task

A fuel container's size does not tell you how many meals it will cook under every condition. Stove design, weather, cooking method, and the food itself affect consumption. Practice a representative meal in a safe setting and keep the result as an estimate, with a margin rather than a guarantee.

The easiest fuel saving may be a different meal. Ready-to-eat food removes a cooking task. A quick preparation may use less fuel than a long simmer. Avoid a food store whose entire usefulness depends on an optimistic fuel estimate.

Plan for safe storage of the fuel according to its labeling, local requirements, and the building's rules. Keep it away from food, drinking water, children, and ignition sources. Do not decant it into an unlabeled household bottle.

Refueling and maintenance need the manufacturer's procedure. A person who knows one stove should still read the instructions for a different model. Similar-looking fittings and containers can have different requirements.

A generator is an electrical project too

A portable generator needs both a safe exhaust location and a safe electrical arrangement. The Consumer Product Safety Commission warns against feeding a home's wiring by plugging a generator into a wall outlet. A building connection requires the appropriate installed transfer equipment and qualified electrical work. A homemade backfeed cable can endanger occupants and utility workers.

The same restraint applies to damaged wiring after a flood or fire. Do not operate electrical equipment while standing in water or use wet equipment. The CDC return-home guidance treats those conditions as hazards, not opportunities for a quick repair.

If a CO alarm sounds or poisoning is suspected, get everyone into fresh air and contact emergency services from a safe location. Do not remain inside to investigate the appliance, and do not re-enter until the responsible responders say it is safe.

Keep the no-cook meal and battery light available even when a stove or generator is working. Weather or equipment trouble can make the combustion setup unusable before the outage ends.

CHAPTER 07

Find a room you can remain in

A building can be structurally intact and still become unsuitable for the people inside. Heat, cold, smoke, and loss of essential services change the decision about staying.

Begin with the weather and the household's needs. Identify a safer destination before the indoor conditions become an emergency. A plan to leave later requires transport, an accessible route, and somewhere suitable to go. Those arrangements take time.

The best room in hot weather may be a poor choice in cold weather. A basement that seems cool may be inappropriate during flooding. A room with fewer drafts may still contain an unsafe fuel-burning appliance. Choose for the actual hazard.

During heat

Reduce strenuous work and unnecessary heat-producing activity. Check on people who may not recognize or communicate that they are becoming unwell. Seek a reliably cooler location when the home cannot provide safe conditions, especially for people whose health makes heat more dangerous.

A fan is not a universal substitute for cooling. Air temperature, humidity, the person's condition, and the available cooling method matter. Use current local heat guidance and an individual care plan where relevant rather than relying on one device to make any room safe.

CDC guidance on heat illness identifies confusion, altered consciousness, and other severe symptoms as signs requiring urgent action. Suspected heat stroke is an emergency: call emergency services, move the person to a cooler place if safe, stay with them, and begin rapid cooling with measures such as wetting the skin and applying cold wet cloths while help is sought. A person may still be sweating; dry skin is not required. Do not give a person with suspected heat stroke anything to drink; the CDC first-aid sheet includes this precaution.

Do not wait for a particular thermometer reading before taking severe symptoms seriously. The household's job is to recognize danger and obtain help, not to complete a perfect diagnosis before acting.

During cold

Keep clothing and bedding dry. Use layers and appropriate bedding, and reduce avoidable exposure while arranging a heated destination if the home is becoming unsafe. Do not heat a room with an oven, charcoal grill, or other appliance not designed for that use.

Hypothermia can develop in cool, wet conditions as well as freezing weather. The CDC hypothermia guide lists signs including confusion, fumbling, slurred speech, unusual tiredness, and shivering. Suspected hypothermia needs urgent medical attention. Move the person out of the cold if safe, remove wet clothing, and warm the central body with dry layers while seeking help; avoid alcohol.

Cold can also make ordinary tasks difficult before a medical emergency is obvious. A person struggling to manipulate a lid or read a device needs assistance. Do not assume that insistence on being fine is a reliable assessment when confusion is itself a warning sign.

Assign sleeping places deliberately

In the example home, four people decide to use one suitable room overnight. They place lights within reach, preserve a clear route to the exit and toilet, and keep necessary personal equipment beside its user. They do not pile bags across the doorway because the room has become crowded.

The arrangement is reviewed for privacy and comfort. A person who needs help at night has a way to request it that others can perceive. Hearing, vision, language, and mobility requirements belong in the sleeping plan as well as the departure plan.

Do not seal a room in a way that creates another hazard or use a generic sheltering technique without regard to the incident. Chemical releases, smoke, extreme weather, and radiation emergencies can require different instructions. Follow the relevant local emergency guidance for the specific event.

Leave before the last comfortable moment

A departure threshold should allow time for packing essential personal items and reaching the destination safely. Waiting until someone is ill or a route is deteriorating reduces the options.

Write the reason to move in practical terms: the room cannot be kept suitable for a particular person's needs, the medical backup is nearing its agreed limit, or officials have directed evacuation. Reassess when those conditions change.

CHAPTER 08

The toilet belongs in the plan

Sanitation becomes urgent much sooner than a household would prefer to discuss it. A toilet that looks intact may depend on water, pumps, pipes, and treatment facilities that are no longer functioning normally.

Find out whether the sewer or septic system can be used. Follow the utility's or local authority's instructions after a disruption. Adding water to a bowl is not a universal solution when the downstream system is damaged or a septic system is flooded.

Choose an emergency sanitation arrangement before you need it, using local public-health guidance and a suitable commercial or locally recommended system. Portland's community preparedness workbook, for example, includes emergency toilet planning. Its collection and disposal advice belongs to its context; a household elsewhere needs the applicable local arrangement.

Plan the whole task

A toilet plan includes a place to use it, a way to contain waste, handwashing, supplies, privacy, and final collection or disposal. A bucket alone answers only one part of that list.

Keep waste separate from food and water. Store it securely according to the system's instructions and local guidance, away from children and animals. Do not dump feces into a stream, drain, or other water body. The CDC's disaster hygiene guidance emphasizes preventing contamination of water and food.

Do not improvise a pit latrine simply because an online diagram exists. Groundwater, flooding, soil, space, and nearby water sources can make a location unsuitable. In a dense neighborhood, one household's disposal decision can affect many others.

Write down where waste collection information will come from. If collection is interrupted, the stored waste has to remain contained while a valid next step is arranged. The plan should acknowledge that limit instead of making the waste disappear at the edge of the diagram.

Put handwashing where the job ends

The CDC recommends washing hands with soap and water for at least twenty seconds at key times, including after toileting and before food preparation. Its emergency hygiene page explains how local water guidance affects washing and how a temporary jug-based station can help.

Where soap and water are unavailable, an alcohol-based sanitizer containing at least sixty percent alcohol is a fallback. It does not remove every kind of germ or chemical and works less well on visibly dirty or greasy hands. Keep those limits in the plan rather than treating sanitizer as a replacement for every cleaning task.

A small controlled water outlet, soap, a clean drying method, and a container for wastewater can make handwashing convenient enough to be used consistently. Place the station near the toilet arrangement and another where food is prepared if space permits.

Someone has to refill the clean-water supply and manage the wastewater. Assign the task. A station that works for the first person but stands empty for the next ten has not solved the household's problem.

Make the arrangement usable

Consider the height and stability of the seat, space for a mobility aid, lighting, and help required with clothing or transfers. Ask the people who will use it. Privacy is a functional requirement: an arrangement people avoid until they are desperate will be poorly used.

Children need simple instructions and supervision appropriate to their age. Menstrual supplies, diapers, incontinence products, and cleaning needs should be included in the stock calculation. A list centered only on toilet paper leaves important work unplanned.

Keep cleaning products labeled and follow their directions. Never mix bleach with ammonia or other cleaners. More chemicals do not necessarily produce better cleaning, and a toxic mixture can make the sanitation area itself unsafe.

At the end of each day, inspect the supplies and containment. Note what was used, what needs replacement, and whether the arrangement remains suitable. Assign the next inspection before ending the review.

Keep treatment going

The medicine list belongs with the departure documents, and a current copy belongs with the person who may need to speak for the patient. Record the drug's name, strength, purpose, usual amount and timing, alongside allergies, conditions, and essential supplies. The FDA's disaster guidance recommends this preparation, prescription copies, protected storage, and advance discussion of emergency refills.

Write the pharmacy and care team's contact details on the same sheet. A photograph can be useful, but a phone with an empty battery should not be the only place the information exists.
